When you talk to Judy she can give you a selection of up to three options for tracking down the Death's Head braindance. The fixer option seems to only appear if you've collected your reward from Wakako for rescuing Sandra (the lady in the ice bath) near the beginning of the game with Jackie.

Of these options, the quickest way to find the Death's Head braindance is to go straight to Jig-Jig Street and look around. The game will direct you to a porn shop, which will then point you to a man in a nearby underground passage.
This man will have a range of conversation options, but the only real choice here is to buy the Death's Head braindance from him for 1000 Eurodollars. It's the XBD: Deep-Fried Death's Head Moth when he shows it to you.
From this recording though, you will get some clues and with Judy's help it'll guide you to the warehouse where they're recording these dark braindances.
