Safehouse West of Headquarters
Upon leaving Headquarters, head west until you see a safehouse alert. Kill the nearby zombies to secure the safehouse.

Large Safe House, West of Headquarters
Run about 200 metres west from headquarters and look for a large inhabited safe house near a minor highway overpass. Walk over to the guy with the sleeveless jacket. The note is to his left.

Missing Persons Memorial
Upon leaving Headquarters, head west until you see a wall of missing persons.

Pawn Shop, Southeast
Look for a pawn shop along the southeast edge of town. Move through the doorway leading to the backroom. The note is on your immediate right. Note that this is in the same pawn shop as Note #07.

Look for a pawn shop along the southeast edge of town. Once you enter the pawn shop, look for the note in the top drawer by the register. Note that this is in the same pawn shop as Note #06.

Fishing Village, North House
Go to the fishing village south of the highway bridge in the east, then go into the house at the north point of the village. The note is on a bed next to a guy polishing his gun.
