You can knock this out the moment you reach Old Town for the first time. When you exit the sewers, jump to the building to your immediate northeast. In one of the upper floors is a bedroom. The voicemail recording is in a phone on the floor in between the bed and a nightstand.

Here is another voicemail recording found in a Luck Medicine pharmacy. Just head northwest and you should see the store. Again, enter through the ground level and hop over the counter. The phone with the voicemail will be to your left.
