From Headquarters, head about 60 meters east toward the alleys. Look for a standard ground floor building entrance at the spot indicated on the map. The statue is inside a cupboard, on the opposite wall of a swimsuit calendar.

Four Storey Building
Look for a four storey building near the road in the east that runs horizontally across that portion of map. Near the top level is a chest, one of the few chests in the game that holds a statue.
