U.S. Covert Operations Manual
There are 10 issues of the U.S. Covert Operations Manual to find. Collecting each issue will make you harder to detect while sneaking.
Issue #01 Whistling in the Dark - Lexington: The Switchboard
Issue #01 is hiding at an unmarked location.
Pick up the Tradecraft mission after completing the Road to Freedom quest and finding the Railroad.
Meet Deacon at Lexington and follow him to the bunker.
Once you're inside, head upstairs to the office.
Go over to the desk by the window.

Issue #02 Urban Camouflage - USS Constitution
The second issue is in downtown Boston,
Board the USS Constitution. There are two possible locations depending on the stage of the quest you're on for the captain.
Enter the captain's cabin.
There's a round table in the corner.
The manual is lying on the top.
Issue #03 Facepaint Fundamentals - Federal Ration Stockpile
It's helpful to have the master hacking skill to reach this issue.
Head over to the Federal Ration Stockpile on the west of the map, directly north of Fort Hagen.
Head down the stairs and into the bunker.
Hack your way through the door and head straight on.
Eventually you'll come to an area with the miniboss Red Tourette.
Once she's been dealt with, head up the steps and into the living area.
The manual is on the coffee table.
Issue #04 Not the Soldiers You're Looking For - Abandoned Shack
This issue is in a secret government base which is always exciting.
Slip into your hazmat suit and locate the abandoned shack in the southwest.
Inside the shack you'll find the entrance to Installation K-21B. The key is on the emaciated gentleman on the floor.
Flip the circuit breaker to open the main door and make your way down to the lowest floor.
Go over to the terminal on the raised area in the middle of the room.

Issue #05 Who Goes There? - Fort Strong
Issue #05 is nice and easy to reach with the help of a couple of bobby pins.
Fort Strong is on the peninsula to the north of Spectacle Island.
Head inside and pick the lock on the door to the right.
Pick the lock on the door to the right, by the desk.
The manual is on the desk inside.
Issue #06 Squeaky Floorboard, Sudden Death - Fort Hagen
You'll find this issue in Fort Hagen.
Fort Hagen is home to quite a few collectibles, including the Fallout Energy Weapons bobblehead.
Make your way down to the command centre where we fought Kellogg as part of the main story.
Exit via the corridor beyond and follow it to the armoury.
There's a bedroom to the right.
The manual is on the cabinet next to the bed.
Issue #07 Getting the Drop on Communists - National Guard Training Yard
Robots and ghouls galore are guarding this manual.
Locate the National Guard Training Yard to the east.
Head through the main building and use the terminal on the right to enter the barracks. Go up the stairs and enter the room with a large hole in the floor.
Drop down and go through the doorway.
Go straight ahead into the room with the flag on the wall.

Issue #08 Bushes, Boxes and Beehives Camouflage Special - Libertalia
This manual can be found in a ship graveyard.
The Libertalia is on the eastern side of the map.
Navigate the flotilla until you reach the lift that will ferry you across to the main freighter.
Climb two sets of stairs to reach the halfway point.
The manual is on the small table next to the red armchair.
Issue #09 Look Better in Black - Revere Satellite Station
If only your vault suit came in black.
The Revere Satellite Station is on the eastern part of the map, directly south of Saugus Ironworks.
Locate the tower missing a satellite dish.
Follow the stairs to the top to find the manual on a table.
Issue #10 Tiptoe Through the Tulips - USAF Satellite Station Olivia
Achieve ultimate sneakiness with the last of covert op manuals.
Head east of Sanctuary to find the USAF Satellite Station Olivia.
Head inside and down the stairs.
Use the terminal to open the locked door directly ahead of you.
The manual is on the metal table inside.
