Simply arrest three of the four robbers.

Water five blue potted plants. They’re evenly spread across the level’s four buildings.

SHIELD PIECE #3

Assemble three antennas. These are located on the second and third buildings. You’ll need to smash a pink cart to assemble the first antenna.

SHIELD PIECE #4

Activate three satellite dishes. These are located on the second and third buildings.
