After you face the two GRADs, there will be a few more soldiers that come into the area. Use your Augmented Vision to spot the arm and then go for it.

When you have defeated all the enemies on the ground, look behind the metal wall at the end of the street and the VR case will be sitting behind it.

When you enter the building and you have your conversation with Boris, head up the stairs and the VR case will be behind a glass wall to the left. Go around the glass to reach it.

When you exit the office after hearing Wolf tell you to head to the elevator, go to the left hallway and you will see the box in the corner.

After you get the MIB for the left hallway, continue to the elevator and there will be a group of police. The rocket launching one will have the arm you want.
LEFT ARM 11

Once you are outside, cross over to the next building using the crane and some enemies will attack. You will need to take the arm from one of the flying enemies that appear.
VR MISSION 10

Once you cross the crane to the next building and take care of the enemies, there will be a pipe going between two buildings behind an item box. Hop over the pipes to find the VR case there.

When you reach the rooftop after the Hammerhead fight, some sliders will come swooping in, just before the citizen who’s in trouble. Wait for the wings that come right at you and kill it before it flies away. If you do, it will drop the data storage.

When you get to the rooftop just after the fight with the Hammerhead, there will be a group on enemies in the far corner with a civilian. One of the enemies there will have the arm you want.

When you need to hop on top of the train to get to the next darkened section, immediately look to the left when you get to the other side of it.

When you are in the dark tunnel, proceed down the right side and then double back on the left side to the wall of rubble that was blocking your path. Here you’ll find the data storage.

After you climb the stairs to get out of the railway station, look to the left just before you go outside.

As you exit to the street, you will get attacked by a group. The lead officer will have the arm you need.

As you move down the street, the heavy armored guard on the right side will have the left arm needed.

This can be found on the ledge to the left where you fight the Fenrir. Hop on the cart and then over to the ledge and run up to find the data there.

As you enter the Denver Shopping Center, there will be a guard at the top of the stairs on the left side. His arm is the one you want.
